PAC's strategy is to form 'coalitions of the willing' for essential projects in Pakistan's agriculture sector, acting as a connector. Key principles include private sector leadership, early involvement of stakeholders across the value chain, and projects designed for commercial sustainability, sometimes leveraging international expertise paired with domestic implementation capability.
